Compare to the Marvel Cinematic Universe, the competitive superhero movies produced by the DC Extended Universe haven't gained much love from audiences. However, there have been highlights that keep the fans interested.

No matter how much fans loved Aquaman and Catwoman separately, getting them together on-screen in a romantic relationship won't make sense. One of the reasons is that Aquaman isn't a threat to Catwoman and she typically fights with her lovers such as Batman. Moreover, cats aren't fond of water.
Besides that, the main reason for these two characters not coming together on-screen is their relationship off-screen. Momoa and Lisa Bonet are a real-life couple and their marriage makes him stepfather of Zoe Kravitz, who plays Catwoman on-screen.
Considering both of them appearing on-screen together is not only odd for the plotline but also because of their real-life relationship. For DC Extended Universe, it is an ideal choice to keep one underwater and another one on the land while keeping both the characters separate.
It is confirmed that the upcoming Batman film will include all the baddies from the 90s such as Riddler and Penguin along with Catwoman. She is considered as the most clever villain among all classic villains of Batman.
